No. This is a renewal of an existing voter-approved tax that has been in place since 2006.

In even-numbered years, the primary election is held on the first Tuesday after the third Monday in August (August 18 this year). The general election is held on the Tuesday following the first Monday in November (November 3). Polls are open from 7 a.m. to 7 p.m., or until the last person in line at 7 p.m. has voted.

Voters must meet several qualifications to register to vote.
18 years old on Election Day
U.S. Citizen, as evidenced by providing proof of U.S. citizenship.
Be a Wyoming resident, as evidenced by providing proof of Wyoming residency, and a resident of the precinct in which you register
Provide your valid Wyoming driver's license:
If you do not have a current valid driver's license with you, you must provide the number and additional acceptable identification as noted below. To satisfy Wyoming's proof of citizenship requirement, you may use your Wyoming driver's license, provided it does not contain any indication that you are not a U.S. citizen:
If you have not been issued a Wyoming driver's license or yours is expired, you must provide:
A statement to that effect (on the Wyoming registration application)
The last four digits of your Social Security Number
Additional acceptable identification
Proof of citizenship
Proof of Wyoming Residency
Not be convicted of a felony, or if convicted, has had civil or voting rights restored
Not be adjudicated mentally incompetent
Must withdraw your voter registration from any other jurisdiction, if applicable (on Wyoming registration application)

In addition to a completed Voter Registration Application Form, an individual must provide the following in order to register to vote:
Acceptable identification for proof of identity
Proof of United States citizenship
Proof of Wyoming residency

Registered voters may request an absentee ballot from your county clerk at any time during an election year, but not on the day of the election. To request an absentee ballot, call or write your county clerk. You do not have to give a reason for requesting an absentee ballot.
Absentee voting begins 28 days prior to the election (45 days for military or overseas voters) and ends the day before the election.
If you registered to vote by mail and are voting by absentee ballot in your first federal election, you must enclose a copy of your photo ID or document bearing your name and residence address in the envelope with your voted ballot.
Voted absentee ballots must be received in the county clerk’s office by 7 p.m. on election night in order to be counted. Ballots received after this deadline will not be counted.
